The Los Angeles County Metropolitan Transportation Authority (MTA) operates the buses that carry passengers throughout San Fernando Valley and Los Angeles County.  As a "common carrier," the law requires the MTA to act reasonably and protect passengers, pedestrians, and those in other vehicles while operating the bus system.
